Mr. Filer graduated from the Law and Security Administration Program at Niagara College in Welland, Ontario in 1977. He moved on to a thirty year career in the Royal Canadian Mounted Police. Mr. Filer spent twenty-six of his thirty years in the area of Major Crime Investigations in British Columbia, the last eleven in the highly specialized area of Behavioural Sciences. Scot concluded his policing career at the rank of Staff Sergeant in charge of operations and investigations for the Behavioural Sciences Group.
Mr. Filer is a very experienced major crime investigator and has led several major investigations and multi-jurisdictional projects. Mr. Filer has received law enforcement certifications in the areas of geographic profiling, threat evaluation and management, tactical human tracking, surveillance and executive protection. He has provided law enforcement services to agencies across Canada, as well in the United States, England, Sweden, Australia, New Zealand, Belize and South Africa. He possesses an extensive track record of expertise with more than 1700 criminal cases, including complex, multi-jurisdictional cases involving agencies at the local, provincial, national and international level. Multi-certified in best practice pre-emptive and investigative techniques, Scot is one of the foremost experts globally in the use of geographic profiling methodologies to analyze crime patterns and offender hunting behaviours. Scot has experience building collaborative partnerships and working relationships between the law enforcement community, private sector companies and the academic community. He is an insightful analyst and strategist whose advice has been sought by law enforcement agencies and private sector clients around the world.
Scot ‘s policing experience is diverse and includes, residential and commercial burglaries, arsons, auto thefts, criminal intelligence, gang related crimes, sex crimes, robberies, homicides, executive protection, interviewing and interrogation, statement analysis, crime linkage analysis, threat evaluation and management and tactical human tracking. Fred truly enjoyed a high profile and decorated 29 year career with the Royal Canadian Mounted Police, all of which was spent in British Columbia. As a recognized authority on all methods of high risk investigation, he has led many celebrated, multi-jurisdictional cases dealing with homicide, institutional corruption and organized crime. Known as an innovator, Fred has commanded several investigative units which have developed "cutting edge" techniques in evidence gathering which have been applied not only across Canada, but internationally.
As one of Canada's most experienced undercover agents, Fred utilizes this tradecraft with regularity in conducting investigations on behalf of Lions Gate Investigations Group. He oversees the largest inventory of operatives within the field of private investigation in Canada. LGIG is positioned to provide solutions to business risk which would otherwise be unachievable.
Having been qualified as an expert witness in organized crime prosecutions on over 150 occasions, Fred is uniquely equipped to train and educate witnesses in the delivery of precise, truthful evidence in preparation for cross examination. Ms. McDowell is a Certified Management Accountant (CMA), a Certified Internal Auditor (CIA) and a Certified Fraud Examiner (CFE), all in good standing. She had a twenty-five year career with a major international airline, the last fifteen of which was in the Internal Audit department. From her second field audit Ms. McDowell demonstrated an aptitude for identifying and investigating fraud and was used almost exclusively as a forensic auditor for her last ten years at the airline. After taking early retirement and moving to the west coast, Ms. McDowell spent two years as Senior Manager Internal Audit for a BC based international currency exchange business. She decided to leave after being reminded how much she enjoyed the intellectual exercise of forensic work. For the last year and a half Ms. McDowell has worked as an independent forensic auditor/accountant and currently has a case in Toronto in the hands of the police, one in Winnipeg which has just gone through the courts and a local client has filed several civil suits based on Ms. McDowell’s recent work. Ms. McDowell has identified and investigated fraud in more than a dozen different countries and while much of it has been employee white collar crime, she has also worked on fraud cases involving agents, customers, suppliers and in one case, construction kickbacks. She has experience in conducting interviews and with her knowledge of risk management and internal controls, has a perfect cover to come into an organization where there are concerns but no hard evidence, ostensibly to conduct a normal internal audit. Ms. McDowell has been on the board of a local chapter of the Institute of Internal Auditors and is currently serving on the board of the Vancouver Chapter of the Association of Certified Fraud Examiners. Mike Butcher spent 28 years with the RCMP conducting sensitive investigations for virtually his entire career retiring as a Staff Sergeant. He was hired by the Organized Crime Agency of BC as an Operational Supervisor (Sergeant) and continued to operate in the same investigative arena for over 5 years. During his policing career Mike planned, supervised and investigated some of the most high profile and complex projects undertaken in Canada. He is an accomplished undercover operator particularly in the area of homicides, serious crime and organized crime. Mike is widely respected as an investigator, witness, teacher, and interviewer. He has been sought out many times as a solver of problems, particularly in times of crisis and exigent circumstances.
Mike has lectured and developed programs on a number of topics for the police and crown counsel including; Undercover Operations at all levels, Cover Person Responsibilities’, Presentation of Evidence including Expert Evidence, Policy and Legislation, Organized Crime and Development, Handling and Control of Agents and Sources. Most recently Mike was contracted by the BC Law Courts Education Society to conduct a “needs assessment” on “Organized Crime, Special Methods of Investigation” in Guatemala. He is currently developing a learning plan to implement the findings with the “Society”, Guatemalan government agencies and the Canadian Government.
Mike has an uncanny sense of, not only the law relating to his areas of expertise, but “the spirit of the law”. This has been one of the components which have allowed him to successfully advise on and defend on the witness stand, some of the cutting edge scenarios used in high risk, undercover and organized crime investigations. He is known as a “fixer”. It has been said “if you have a difficult problem to solve within the confines of the law, call Mike Butcher”. Terry retired from the RCMP in 2006 after 25 years of decorated service. Terry’s investigative and team related skills are of great value to our clients.

Terry’s experience dates back to 1989 when Terry was instrumental in working with new and existing legislation. In the furtherance of major criminal investigations, Terry has worked in joint operations with Canada Revenue Agency, Department of Homeland Security, Drug Enforcement Administration, and a variety of police departments within and outside the RCMP. Robert Hare is Emeritus Professor of Psychology, University of British Columbia, where he has taught and conducted research for some 35 years, and President of Darkstone Research Group Ltd., a forensic research and consulting firm. He has devoted most of his academic career to the investigation of psychopathy, its nature, assessment, and implications for mental health and criminal justice. He is the author of several books, including Without Conscience: The Disturbing World of the Psychopaths Among Us, and more than one hundred scientific articles on psychopathy. He is the developer of the Psychopathy Checklist-Revised (PCL-R) and a co-author of its derivatives, the Psychopathy Checklist: Screening Version, the Psychopathy Checklist: Youth Version, the Antisocial Process Screening Device, and the P-Scan (for use in law enforcement). He consults with law enforcement, including the FBI and the RCMP, sits on the Research Advisory Board of the new FBI Child Abduction and Serial Murder Investigative Resources Center (CASMIRC), and is a member of the FBI Serial Murder Working Group. He also was a member of the Advisory Panel established by Her Majesty’s Prison Service to develop new programs for the treatment of psychopathic offenders. His current research on psychopathy includes assessment issues, developmental factors, neurobiological correlates, risk for recidivism and violence, and the development (with S. Wong) of new treatment and management strategies for psychopathic offenders (Guidelines for a Psychopathy Treatment Program). He and Paul Babiak have extended the theory and research on psychopathy to the business and corporate world, with the development of the B-Scan-360, a 360º instrument used to screen for psychopathic traits and behaviors, and a book, Snakes in Suits: When Psychopaths Go To Work. He lectures widely on psychopathy and on the use and misuse of the PCL-R in the mental health and criminal justice systems. Among his most recent awards are the Silver Medal of the Queen Sophia Center in Spain; the Canadian Psychological Association Award for Distinguished Applications of Psychology; the American Academy of Forensic Psychology Award for Distinguished Applications to the Field of Forensic Psychology; the Isaac Ray Award presented by the American Psychiatric Association and the American Academy of Psychiatry and Law for Outstanding Contributions to Forensic Psychiatry and Psychiatric Jurisprudence; the B. Jaye Anno Award for Excellence in Communication, presented by the National Commission on Correctional Health Care, and the Lifetime Achievement Award presented by the Society for the Scientific Study of Psychopathy. He is an Affiliate Member of the International Criminal Investigative Analysis Fellowship. Karey Henschel has spent the last fourteen years as a sworn member of a municipal policing agency. During her career, she was assigned to the Investigative Services Division as the Strategic Intelligence Analyst with the Organized Crime and Terrorism portfolio. This portfolio included Traditional, Asian, Eastern European, Middle Eastern, First Nations, Street Gang and Outlaw Motorcycle criminal organizations. In this position, Karey was involved in homicide, arson, fraud, firearms, smuggling, extortion, and conspiracy investigations.
Karey holds a B.A. in Social Sciences from McMaster University and has received extensive training in Advanced Intelligence Analysis (C.P.C.), Geographic Profiling Analysis (O.P.P.) and as an Intelligence Officer (O.P.C.). She is experienced and adept at link, time series, commodity flow, toll & pattern, net worth and financial record analysis.
As an Intelligence Analyst, Karey has worked closely with the Canadian Security Intelligence Service (C.S.I.S.), the Criminal Intelligence Service of Canada (C.I.S.C.) and the Ministry of Community Safety and Correctional Services. Karey has contributed to the Criminal Intelligence Service of Ontario (C.I.S.O.) and has been involved in a working group assigned to identify future intelligence priorities at the provincial level. Kris Illingsworth was a Detective Sergeant of the New South Wales Police Force, Australia. Over the course of 25 years of policing experience, Kris has acquired extensive experience and skills in investigating and analysing crimes of interpersonal violence and threatening communications.
Kris is internationally qualified in Criminal Investigative Analysis, popularly known as Criminal Profiling, though the International Criminal Investigative Analysis Fellowship. Through the Fellowship, Kris has understudied to the Royal Canadian Mounted Police Behavioural Science Branch, Ontario Provincial Police Behavioural Sciences Section, FBI National Centre for the Analysis of Violent Crime, Florida Department of Law Enforcement, California Department of Justice, and Australian Bureau of Criminal Intelligence. As a criminal behaviour analyst, she has worked over 600 violent crime and threatening communication cases, and hundreds of other cases as an investigator or analyst in the course of her career. Kris is skilled at working in consultation with other criminal profilers and geographic profilers around the world, or independently as needed.
With over 10 years experience in providing these specialised consultation services to investigations, Kris’ holds expertise in providing crime scene analysis; crime scene dynamics; crime reconstruction; unknown offender traits and characteristics; investigative strategies; media strategies; interview strategies; equivocal death analysis; sexual deviancy; false allegation assessments; crime linkage analysis; statement analysis; and threat assessments (extortions, product tamper, threatening communications). She has testified as an expert witness in Australian coronial courts and has provided behaviour analysis instruction to various police investigation and fire investigation courses.
Kris holds a Bachelor of Policing (Investigations) degree and is the recipient of several New South Wales Police and Australian policing awards. Dr. Matt Logan is a Staff Sergeant in the Royal Canadian Mounted Police. He was working as a Psychologist with Correctional Services Canada (CSC) from May, 1999 to November, 2001 where he did Psychological Risk Assessments for the National Parole Board and worked in therapy with predatory sex offenders.
As Psychologist in Major Crime, he is involved as a consultant to Serious Crime Sections, Undercover Unit, Interview Team, and Crisis Negotiation Teams. Psychological Risk and Threat Assessments are provided on suspects in serious crime investigations and Expert Evidence is given in Court on violent and deviant sexual behaviour. Dr. Logan provides training in conjunction with Dr. Robert Hare in the area of Psychopathy and Dr. Paul Ekman in Detecting Deception and Evaluating Truthfulness.
Dr. Logan is a consultant in his areas of expertise for Lions gate Investigations Group. Barry spent eleven years with the RCM Police at various postings in “E” Division, British Columbia. During this time he was recognized as being very forward thinking in his concepts and in the performance of his duties, primarily Highway Patrol and Advanced Accident Investigation. It was during this time he developed the original concept and pilot of what has now become known as “the Safe Grad Program” . Leaving the RCMP, Barry entered the private sector as the owner of a highly technical oriented business, and was recognized as a leader in the field. This has provided him with an unique perspective into the challenges of modern business, and the threats they are subject to.
With 19 years experience in the Private Investigation field, Barry has a sound understanding of what it takes to provide the client with a honest and complete enquiry. His preferred areas of operation are rural and small town environments. His primary tasks deal with surveillance related to fraudulent injuries but has performed several theft investigations as well issues dealing with the Native School Abuses in Central BC. He has instructed in Electronic Tracking and is certified in the use of the Dynateck Electronic Tracking System. With 9 years of experience as a Security Consultant operating in the Technical Surveillance Countermeasures field (sweeping for covert electronic attacks), Barry has developed a reputation for complete and efficient inspections. He is a graduate of the REI Advanced TSCM Coarse in Tennessee. The instruments used in his testing are recognized as the best available and have all current enhancements. Rod Megill is a Certified Canadian Immigration Consultant and full member of the Canadian Society of Immigration Consultants. Rod worked for Citizenship and Immigration Canada for 16 years until 2001 as a Senior Immigration Officer, Visa Officer and Immigration Control Officer responsible for the management of removals and deportations.
As a Visa Officer Rod completed many foreign-based work assignments in the Middle East, Hong Kong, Philippines, Europe and the United States. Rod left Immigration Canada in 2001 to join Desjardins Bank’s Immigrant Investor Program as the Bank’s Middle East Manager based in Dubai, UAE. Rod traveled on a frequent basis throughout the Middle East region, including Iran, Pakistan, Bangladesh, Turkey, Gulf States, Jordan, Syria, Oman and Saudi Arabia.
Upon returning to Canada in 2004, Rod established R J Megill International Consulting, a Canada-based firm specializing in the delivery of professional immigration and business services to Canadian financial institutions participating in the Federal and Quebec Investor Programs with specific focus on Asian markets, notably Taiwan and China.
Rod earned a Bachelor of Arts in Law from Carleton University, a Graduate Diploma in Business Administration from Concordia University and a Masters Degree from the Lundquist School of Business at the University of Oregon. Brad Moore has been a police officer with the Ontario Provincial Police for the past 22 years. He spent 10 years in the OPP Behavioural Sciences Section, as a geographic profiler and manager of the OPP Geographic Profiling Unit. He has prepared geographic profiles and conducted geographic analyses for police departments in Canada, the United States, Europe and Australia. He regularly lectures at police departments and educational institutions in North America and Europe.
During the course of his policing career, Brad has worked general duties at Sebringville Detachment in southwestern Ontario, as a ViCLAS analyst, as manager of the Systems Operations and Technical Support Unit, Information and Technology Services Section, and as team leader of Ontario’s Provincial ViCLAS Centre. Brad is currently one of only nine qualified geographic profilers in the world. In 2006, Rick retired as a senior executive from the investment management industry after a 22 year career with the institutional investment management divisions of the Royal Bank of Canada and UBS AG, one of Europe’s largest banks.
With a degree in finance and economics from the University of Alberta, he was responsible for overseeing the portfolios of government, corporate and union pension plan clients across western Canada. The combined market value of these portfolios exceeded $2 billion.
Rick’s responsibilities included working with clients and their consultants in the development and maintenance of investment strategies and policies; introducing clients and consultants to new leading edge investment strategies; overall reporting and regular meetings with clients’ investment committees; and the marketing of investment services to major pension plan and endowment sponsors across western Canada.
Following his retirement, Rick has spent the past two years in the real estate industry redeveloping condominiums on Vancouver’s west side. Glenn spent 17 years in various operational functions including 10 years in Surrey Detachment working General Duties, Drug Enforcement, and Major Crime. Other postings while in B.C. included the Co-ordinated Law Enforcement Unit, Chilliwack Drug Section and Drug Intelligence and Field Operations as the witness protection coordinator for the province. He was transferred to Ottawa 1989 as the National Source/Witness Protection coordinator and then in 1990 to Staffing and Personnel Branch.
Glenn returned to operational policing in 1995 and was transferred to Violent Crime Analysis Branch where he began his Criminal Investigative Analysis (Profiling) Understudy Program. This is a very intensive 2-3 year training program administered by the International Criminal Investigative Analysis Fellowship (ICIAF) in cooperation with the FBI Behavioural Sciences Unit. In October 1997 Glenn was certified as a Criminal Profiler and appointed as the Officer In Charge of the Violent Crime Branch.
At the time of his retirement Glenn was the Director, Behavioural Sciences and had responsibility for the Criminal Profiling, Geographic Profiling, Violent Crime Linkage Analysis System (ViCLAS) , National Sex Offender Registry and Truth Verification programs (Polygraph & Statement Analysis) for the RCMP.
Over the course of the last 35 yrs a majority of Glenn’s experience has been in the area of investigating crimes of interpersonal violence. He has been involved either as an investigator or profiler in hundreds of major cases including homicides, sexual assaults, abductions (adults and children), armed robberies, arsons as well as other crimes of interpersonal violence.
In 1999 Glenn was one of two Canadian Profilers invited to an FBI symposium on school shootings where he had an opportunity to participate in the analysis of 18 school shooting incidents including Columbine. This in conjunction with the experience he had in these cases prompted him to co-author a Threat Assessment Training Guide that is used in the delivery of a two day training course directed at school administrators, counsellors, psychologists and police officers.
The training teaches these professionals how to recognize the risk factors that may lead to violence, as well as methods of developing proactive strategies to prevent it and reduce threat making behaviour within the school system. To date this course has been delivered to almost 100 school districts across the country and is considered the best training available in this regard.
Glenn has been a regular lecturer at the Canadian Police College for the past 10 years on such courses as: Major Crime Investigators, Major Case Management Forensic Interviewing, Advanced Identification, Post Blast Investigations ViCLAS Specialists courses.
Glenn has also been guest lecturer at the Atlantic Police College, Toronto Police Service College, the Ontario Police College and has presented at numerous conferences in Canada, the United States and abroad.
